PUT /api/routes/{id}/region assigns/reassigns an existing route to a
region directly, validating the target region exists and is active.
Stands in for the blocked assignAreaToRegion until an Area entity
exists between Region and Route.

RegionManageSheet lets a manager set a region's target/budget for a
period, save a tax rule config, map a RegionalAgency user to the
region, and view its route/store hierarchy and dashboard stats. Wired
into the regions table as a new row action.

RegionService now depends on ICurrentUserService and IScopeAccessService
for the target/budget/tax-rule/agency scope checks; update the existing

Extends RegionService, RegionRepository, and RegionController with the
endpoints from mainPlan.md sec 2 beyond plain CRUD: setRegionalTarget,
setRegionalBudget, mapAgencyToRegion, setRegionalTaxRule,
getRegionHierarchy, and getRegionDashboard. Target/budget/tax-rule
mutation is gated to users with region scope at RegionalManager level
or RegionalAgency level across all regions; mapAgencyToRegion links an
existing User holding the RegionalAgency role rather than introducing
a separate agency entity, matching the convention already used by
Claim.FK_AgencyUserId elsewhere in the codebase.
