Add data model for region targets, budgets, agency mapping, tax rules 889ca0795d

Introduces RegionalTarget, RegionalBudget, RegionAgencyMap, and
RegionalTaxRule entities plus their DbSets and EF constraints, laying
the groundwork for the "beyond CRUD" region management features.

Add region target/budget/tax-rule/agency-map/hierarchy/dashboard APIs 39eab2e3a2

Extends RegionService, RegionRepository, and RegionController with the
endpoints from mainPlan.md sec 2 beyond plain CRUD: setRegionalTarget,
setRegionalBudget, mapAgencyToRegion, setRegionalTaxRule,
getRegionHierarchy, and getRegionDashboard. Target/budget/tax-rule
mutation is gated to users with region scope at RegionalManager level
or RegionalAgency level across all regions; mapAgencyToRegion links an
existing User holding the RegionalAgency role rather than introducing
a separate agency entity, matching the convention already used by
Claim.FK_AgencyUserId elsewhere in the codebase.

Update RegionServiceTests for the new RegionService constructor 4e12e9f8f1

RegionService now depends on ICurrentUserService and IScopeAccessService
for the target/budget/tax-rule/agency scope checks; update the existing
CRUD test setup to mock them accordingly.

Adds RegionalTargetResponse, RegionalBudgetResponse,

Add region management dialog for targets, budgets, tax rules & agencies 9febae6d63

RegionManageSheet lets a manager set a region's target/budget for a
period, save a tax rule config, map a RegionalAgency user to the
region, and view its route/store hierarchy and dashboard stats. Wired
into the regions table as a new row action.

Updates mainPlan.md's Region Management table, 10_region_management.md's
status/open-questions/implementation-notes sections, and
BACKEND_API_REFERENCE.md's Regions section to reflect the newly added

flags that the EF Core migration for the new tables is still pending.

Add dedicated endpoint to assign a route to a region bfbfe352ee

PUT /api/routes/{id}/region assigns/reassigns an existing route to a
region directly, validating the target region exists and is active.
Stands in for the blocked assignAreaToRegion until an Area entity
exists between Region and Route.

Notes the new PUT /api/routes/{id}/region endpoint as a stand-in for
the still-blocked assignAreaToRegion, and removes the stale "migration
