Updates mainPlan.md's Region Management table, 10_region_management.md's
status/open-questions/implementation-notes sections, and
BACKEND_API_REFERENCE.md's Regions section to reflect the newly added
target/budget/agency-map/tax-rule/hierarchy/dashboard endpoints, and
flags that the EF Core migration for the new tables is still pending.

Implemented DeliveryTask, Payment, and Sale entities with full CRUD, business logic, and API endpoints. Updated Order/OrderItem for sale linkage and fulfillment tracking. Registered new DbSets and DI services. Revised documentation for delivery, sale, and payment workflows.
- 03_ride_lifecycle.md: Updated pending tasks note to only mention tests for new services, removing reference to database migrations.
- mainPlan.md: Changed status of "Store Management (Beyond CRUD)" (step 12) from "In Progress" to "Done".
Added detailed implementation planning documents for steps 10–23, covering all major feature areas. Updated mainPlan.md to reference these steps, their dependencies, and planning files. No code changes—these documents clarify requirements and guide future development.
